Purchasing and sourcing at the University of Pittsburgh is decentralized with much of the purchasing authority conducted at the department-level. Center-led purchasing, including University-wide contracting and contracts for agreements valued over $10,000 are conducted by the PantherExpress offices of Strategic Sourcing and Purchasing Services through invited requests for proposal (RFP).
The University does not require public RFPs for most purchasing, however, purchases using Federal grant funding over $250,000 are published on the PantherExpress website.
